UK CAA Revises Airspace Change Rules for 2026
The UK Civil Aviation Authority has updated its Airspace Change Process, aligning with new government policy. The revised CAP1616 framework, effective October 2026, aims to create a more efficient and agile airspace system, with initial focus on the London area.

The UK Civil Aviation Authority (CAA) has published an updated Airspace Change Process. The revisions incorporate new government policy from the Air Navigation Directions and Air Navigation Guidance.
This new framework is scheduled to take effect on 1 October 2026. It will run concurrently with the recently updated CAP1616 process, which governs how airspace changes are proposed, assessed, and approved.
Goals of the Updated Framework
The CAA states the changes are designed to support a more efficient and adaptable airspace system. A primary objective is to reduce flight delays caused by capacity constraints. The authority also aims to improve overall airspace efficiency.
Community impact considerations remain a core part of the process. Consultation with affected communities will continue to be fundamental. All proposals will be assessed against their potential impacts.
Expected Impacts and New Provisions
The update seeks to enable a more agile and responsive system. It introduces a streamlined process for short-term activities to foster innovation. The CAA says the reforms will strengthen alignment between airspace changes and wider planning frameworks.
This alignment is intended to provide greater clarity for the aviation industry. It should also enable airspace change proposals to be handled more efficiently alongside planning decisions. The CAA expects an immediate effect on proposed changes in the London area.
The Role of CAP1616
CAP1616 is a key document for enabling airspace modernisation in the UK. Government sets the policy, while industry develops specific airspace change proposals. The CAA then independently decides if these proposals meet required standards.
Giancarlo Buono, Director of Safety and Airspace Regulation at the UK CAA, commented on the update. "Following recent changes to Government policy, the UK's airspace must continue to evolve to support a changing aviation sector," he said. Buono added that the revised process provides a simpler and more proportionate framework.
"By tailoring requirements to the scale and impact of proposals, we can reduce unnecessary burdens and help organisations make progress," Buono stated. He emphasised that the process maintains a consistent focus on safety, evidence, and impact.
The overarching goal is to modernise existing operations and accommodate new technologies and users. The CAA's updated process is now set for its 2026 implementation.
