Hybrid-Electric Flights Test Links Between Local Airports and PHL
The US Federal Aviation Administration has announced a series of hybrid-electric demonstration flights to test connections between smaller airports and Philadelphia International Airport

The US Federal Aviation Administration has taken a significant step towards integrating advanced air mobility aircraft into the US National Airspace System. In partnership with the Pennsylvania Department of Transportation and New Jersey Department of Transportation, Electra has conducted a series of hybrid-electric demonstration flights. These flights are part of the FAA's eVTOL Integration Pilot Programme, which aims to assess the safe incorporation of advanced air mobility aircraft into the national airspace.
Introduction to the eVTOL Integration Pilot Programme
The eVTOL Integration Pilot Programme was established under the Trump administration's Unleashing Drone Dominance executive order. The programme provides a framework for real-world testing of advanced aircraft and their integration into existing aviation infrastructure. In March 2026, the Department of Transportation selected eight projects covering 26 states to participate in the programme, with PennDOT being one of the selected participants.
Demonstration Flights and Routes
The demonstration route for the hybrid-electric flights ran between Manassas, Virginia, and Philadelphia, Pennsylvania, with stops at several airports, including Washington Manassas Airport, Millville Executive Airport, Atlantic City Bader Field, Northeast Philadelphia Airport, and Philadelphia International Airport. The flights were designed to test connections between smaller airports and Philadelphia International Airport, with the goal of gathering data to enable the safe rollout of next-generation aircraft.
Carroll stated that the innovative technology being demonstrated has the potential to make air travel more convenient and accessible to communities. Further test flights are planned by PennDOT and other eIPP participants during the remainder of 2026. The FAA will use data from the demonstrations to identify gaps, refine procedures, and support the integration of advanced air mobility aircraft into the National Airspace System.
Participation and Collaboration
The eVTOL Integration Pilot Programme is a collaborative effort between the FAA, PennDOT, and other state partners. The programme provides a framework for real-world testing of advanced aircraft and their integration into existing aviation infrastructure.
